The boat ramp idea is good, as long as everything has been thought out.
Will there be a need for a harbor master? Will there need to be increased on river police? How will jet-skis be handled? Will people be allowed to water-ski? Who will monitor drinking and boating? Will there be a launching costs? Will there be parking costs? What times with the ramp be open? Who will open/close the ramp?
I have not seen anything in the paper that addresses these issues.
Oh yeah, SaoT2 seems to think that Professor might have some answers to these questions.
