It seemed that those big ones end up being vacant buildings.  Besides I am not the only one thinking as such. I've heard it from many in the city. It was sad on election day so many people celebrating meanwhile the firemen were demonstrating outside of city hall... All feasible measures should be taken to limit or avoid risks through risk assessment by a qualified officer. Most towns use this system to tell fire crews the building is abandoned and shouldn't be entered unless there is a life safety issue. Oxford Paper, across the street from the hospital, closed down in around 1971 and then was hit by a massive fire a few years later.  Burned pretty much to the ground, as I recall.  Which begs the question -- who held the insurance policy on which mill?
